Practice Assessment –A Multi-Source Approach
In the winter edition of Insights, we talked about why we have created a multi-source feedback system for MRTs. The article also introduced the idea that practice assessment “involves evaluating how people in a profession actually perform their responsibilities or essential competencies in practice”, and it compares the MRT’s clinical performance to that of other MRTs.

Members will also know from previous publications that the College conducted a successful pilot test of all the materials with more than 315 volunteer members in the latter part of 2005 and early 2006.

The logical question, then, is What is the multi-source practice assessment approach that will be launched in 2007? In general, it can be called a formative evaluation which incorporates reaction to an MRTs performance in the practice setting from those who are in the best position to provide feedback – patients, peers, co-workers and, of course, the MRT him or herself. There are essentially five components to the system:
  1. A self-assessment questionnaire
  2. A questionnaire for a peer assessment
  3. A questionnaire for a co-worker’s assessment
  4. A patient evaluation questionnaire
  5. A summary assessment report
The straightforward questionnaires cover a number of norms drawn from the profession’s Essential Competencies. The self-assessment, peer and co-worker questionnaires each have five levels of evaluative criteria that range from ‘Among the Worst’ to ‘Among the Best’. ‘Unable to Assess’ is also an option. (The patient questionnaire uses a scale that ranges from ‘Strongly Agree’ to ‘Strongly Disagree’). For example, the self-assessment questionnaire asks the MRT to rate him or herself using these evaluation criteria against other MRTs with respect to such statements as “I communicate effectively with patients” and “I ensure confidentiality of patient information’, of which there are 30 in total. It is expected that each MRT who is asked to undertake the practice assessment will have to complete one self-assessment questionnaire, and distribute 25 patient questionnaires, six peer (CMRTO member) questionnaires and six co-worker (physician, nurse, clerical/support staff etc.) questionnaires for completion and return to the College.

The multi-source feedback system will be administered in much the same way as the existing QA Program requirements. There will be a random selection of MRTs each year who will be required to undergo the multi-assessment process. These assessments will be reviewed by the College and may identify some MRTs that need follow-up or further assessment or remediation.

While this is the general shape that the College’s practice assessment will take, there are still a number of matters to resolve in the coming year... including the form and type of remediation program to be developed and a method for evaluating the practice of MRTs who don’t have patient contact (educators, managers, etc.).

New College Directors
The College has appointed two directors to fill the positions advertised in the fall 2005 edition of Insights.

Director of Registration
Eileen Chang is the College’s new Director of Registration with responsibility for ensuring the member register is managed and maintained in accordance with the applicable legislation, regulations, by-laws and policies. This position also includes in particular reviewing all applications for registration in accordance with the registration regulation.

Ms. Chang has more than 20 years experience in medical imaging departments in a number of roles. Ms. Chang joins the College from her previous position as Director of the Medical Imaging Department at Sunnybrook and Women’s College Health Sciences Centre in Toronto, which included campuses at Sunnybrook, Women’s College and the Orthopaedic & Arthritic Hospital.

Director of Professional Relations
Joining the College as Director of Professional Relations is Susan Winter. As director, Ms. Winter will be responsible for administering the College’s Quality Assurance Program in accordance with the applicable legislation, regulations and policies established by the Quality Assurance Committee. This includes ensuring that the Quality Assurance Program meets all legislative requirements and applies to all specialty areas within the College. Most important in the coming year, she will oversee the implementation and evaluation of the new multi-source practice assessment model for members.

Ms. Winter has successfully managed the development of a QA program for the College of Veterinarians of Ontario, including continuing competence, learning portfolios, peer review of medical records, medical records workshops and mentorship and coaching of members. Her career has spanned the education, government and not-for-profit sectors.

Amendment to the Registration Regulation
The provincial government has passed an amendment (O.Reg. 69/06) to the College’s registration regulation relating to the registration of applicants who have completed a medical radiation technology program offered outside Canada.

The new regulation clarifies the intent and meaning of the previous wording of section 4(1)1.iii. and 4.1(1)1.iii of the registration regulation. Under the registration regulation as amended, the College’s Registration Committee will determine whether a program completed by an internationally educated applicant is “substantially similar, but not equivalent to” an Ontario program for purposes of assessing the educational programs of internationally educated applicants in the specialties of radiography, radiation therapy, nuclear medicine and magnetic resonance.

Update on Controlled Acts Project
Progress continues to be made on the project to find common ground among all the regulated health professions on who may perform specific controlled acts (see the summer 2005 Insights). A working group was established by the Federation of Health Regulatory Colleges of Ontario (FHRCO), and is being led by our College’s Registrar, Sharon Saberton, and Heather Campbell, Director of Policy for the College of Nurses of Ontario, working in collaboration with consultant Paula May Ponesse.

The committee has developed and discussed a background paper called Towards Common Ground – Resolving the Delegation, Medical Directives and Orders Conundrum which analyzes the basis for the confusion. The paper proposes a decision pathway, common glossary of terms, and some ready-to-use tools to assist in decision-making about medical directives, orders and delegation.

The next step will be a presentation of these proposals and ideas by Sharon, Heather and Paula May at a FHRCO registrars meeting in the coming months.

Important Reminder about HARP
The College is aware of some circumstances in which the provisions of the Healing Arts Radiation Protection Act (HARP) are not being followed. HARP regulates who can order and apply x-rays, and provides that no person shall operate an x-ray machine for the irradiation of a human being unless the person meets the qualifications prescribed by HARP’s regulations. MRTs and certain other health care professionals are deemed to meet such qualifications. HARP also provides that no person shall operate an x-ray machine for the irradiation of a human being unless the irradiation has been prescribed by a physician and certain other named health care professionals.

Suspended Members
The following are the people whose certificates of registration were suspended between February 18, 2006 and April 14, 2006 for failure to pay their fees in accordance with section 24 of the Health Professions Procedural Code. A person whose certificate of registration has been suspended is not a member of the College unless and until the suspension is removed.

Reduction of GST
The federal government has announced that the GST will be reduced from 7% to 6% effective July 1, 2006. Here is a list of some of the College’s fees, along with the new GST amounts.
