Web Site Redesign
Increasingly members of the College are using the College's web site as their primary source of information about policies, procedures and practices. It is a robust tool for learning about such matters as registration, the quality assurance program, the sexual abuse prevention program, the profession's code of ethics, ordering x-rays, health care consent, as well as about the College, its committee structure, and the legislation, regulations and by-laws governing the profession.

However, the College has begun a review of the web site with a view to redesigning it to become an even more effective means of communicating with members. A short survey of Council and Committee members found widespread agreement that the web site as currently designed is useful, attractive and easy to navigate. But the survey also suggested some enhancements which will be incorporated into the new site design. Watch for the launch of the redesigned site in the fall!

HPRAC 2005-2006
Until recently, the Health Professions Regulatory Advisory Council (HPRAC) had been relatively inactive having delivered to the provincial government its five-year review of the Regulated Health Professions Act (RHPA) called Adjusting the Balance in 2001. Now, with a new chair, Barbara Sullivan, HPRAC has reconstituted itself with new staff and a new governance body, but with the same essential role; that is, to monitor the patient relations programs of the regulated health colleges and to report to the Minister of Health and Long-Term Care with advice on the regulation of the health professions.

In a letter to HPRAC in February, the Minister charged it with undertaking a review of the legislative framework. In particular, the Minister asked HPRAC to take a look at:
  • The currency of, and any additions to, recommendations made by HPRAC as part of the "5 year review" of the RHPA, contained in its report Adjusting the Balance
  • The currency of, and any additions to, HPRAC's recommendations in relation to the Colleges' quality assurance programs and patient relations programs
  • The currency of, and any additions to, HPRAC's recommendations in relation to the Colleges' complaints and discipline procedures
  • Whether there are any impediments in the RHPA or the profession specific acts to a shared service business model for new professions for whom the financial demands of regulation are onerous, but where the public interest would be served by regulation
As in the past, your College will be expected to assist HPRAC through submissions and participation in consultation processes.

QA Program - Multi-source Feedback System Update
The College continues to work steadily with Dr. Claudio Violato in the development of a multi-source feedback system, most recently completing a comprehensive pilot project to assess draft materials and approaches. The system will provide a means to gauge how members of the profession actually perform in practice. (The College is required by legislation to conduct a practice assessment of its members.)

During the latter part of 2004 and early in 2005, the Quality Assurance Committee and College staff assisted Dr. Violato in undertaking a pilot project with volunteer members to evaluate initial project questionnaires. Nearly 335 members had volunteered to participate in the project by February 4, 2005, although 28 subsequently dropped out for various reasons.

This was a huge undertaking for the College since it had to collect and sort up to 38 questionnaires from patients, co-workers and peers for each of the volunteer participants. As completed questionnaires were returned by mail to the College, they were verified and forwarded to Dr. Violato in batches. On average the College processed 200-400 responses per day.

Dr. Violato presented his findings from the pilot project to the Quality Assurance Committee in early June. He presented the Committee with draft multi-source feedback system scales, a draft summary assessment profile, and a draft evaluation questionnaire. The final results of the pilot project will be presented to Council during the summer.

In June 2005, a letter was sent to all of the MRTs who participated in the pilot project advising them that they will receive the results of their personal multi-source feedback system performance in September 2005.

The College once again thanks the MRTs who participated in the Quality Assurance multi-source feedback system pilot project. Because of the significant support of these MRTs this important pilot project has been implemented successfully.

Controlled Acts & Authorizing Mechanisms Project
As regulated health professionals under the Regulated Health Professions Act (RHPA), MRTs must work with different types of what can be called 'authorizing mechanisms'. Authorizing mechanisms are tools developed to authorize and enable performance of procedures, treatments or interventions where authorizations are required by law, regulation or practice convention. Authorizing mechanisms include orders (direct orders and/or directives) and delegation.

However, there is lack of clarity and agreement among the 24 regulated health professions on terminology with respect to who may perform what controlled acts under what circumstances, and the expected performance standards. There are wide variances in interpretations and resulting practices among regulated health professions and across practice sectors. Since health care is a team environment, in which many professions interact for the benefit of the patient, ensuring common ground among all health professionals with respect to authorizing mechanisms is critical to sound patient care.

With the goal of finding this common ground, the Federation of Health Regulatory Colleges of Ontario (FHRCO) has struck a committee to address common guiding principles, to develop useful and commonly agreed upon practice tools and to establish shared evaluation indicators.

This project is only in its infancy, but the College is playing a strong leadership role and members will be kept informed of the FHRCO committee's progress.

Election of Members to Council
Elections were held on May 6, 2005, in Electoral District # 3 (Central District, Radiography) and Electoral District # 6 (Nuclear Medicine includes all of the Province of Ontario).

James (Jim) L. Duncan, M.R.T.(R.) was elected in District # 3. Jim Duncan's term of office commenced on July 15, 2005 at the first meeting of the Council following the May 6, 2005 election, and terminates at the first meeting of Council after the May 2008 election.

Tammy E. Urso, M.R.T.(N.) was elected by acclamation in District # 6. Tammy Urso's term of office commenced on July 15, 2005 at the first meeting of the Council following the May 6, 2005 election, and terminates at the first meeting of Council after the May 2008 election.

Review of QA Program Submissions
Once again, the Quality Assurance Committee assessed the Self-Assessment Profiles, Continuous Learning Portfolios and related Quality Assurance records of members randomly selected by the College to submit their QA records for the calendar year 2004. In all, the Committee reviewed 53 sets of QA records and was pleased to find that 50 were determined to be complete.

Suspended Members
The following are the people whose certificates of registration have been suspended between December 18, 2004 and June 30, 2005 for failure to pay their fees in accordance with section 24 of the Health Professions Procedural Code. A person whose certificate of registration has been suspended is not a member of the College unless and until the suspension is removed.
