Formal Notice Re: Revocation of a Regulation Made Under
a Repealed Statute

The Ministry of Health and Long-Term Care has advised the College that it proposes to revoke Regulation 985, R.R.O. 1990 made under the Radiological Technicians Act. Although the Radiological Technicians Act was repealed when the Regulated Health Professions Act was proclaimed, the regulations made under the Radiological Technicians Act were not formally revoked.

If you have any comments with respect to the revocation of the Regulation 985, R.R.O. 1990 under the Radiological Technicians Act, please direct them in writing, no later than February 28, 2006, to:

New Public Member Appointment
A new public member has been appointed to the College Council by the Lieutenant Governor in Council. Ellen Greenwood joins Council for a three year term commencing August 8th, 2005. Ms. Greenwood is president of her own consulting firm specialising in the links between the environment and health. Ms. Greenwood previously served on the Council of the College of Nurses of Ontario. The role of public members is to ensure that the public participates in the College's decisions.

Multi-Source Feedback System Update
Because a required component of the College's Quality Assurance Program is to conduct a practice assessment of members, we have been engaged in a two-year long project to create a multi-source feedback system with the assistance of Dr. Claudio Violato. Over the past nine months, Dr. Violato and the College's Quality Assurance Committee completed a comprehensive pilot project to assess draft materials and approaches. Dr. Violato's final report, including draft multi-source feedback system scales, summary assessment profile, and evaluation questionnaire, was presented to Council during the summer.

The College Council is enthusiastic about pursuing the further development of the multi-source feedback approach as the next step in extending the success of our Quality Assurance Program. The study now moves into an evaluative phase as the QA Committee looks at the impact on the practice behaviour of those who took part in the pilot study (see Insights Summer 2005). It is hoped that this part of the evaluation will be completed by the end of 2005.

Next year the College will engage in a communication program intended to help inform all members about the multi-source feedback system, the logic behind taking this next step, the key parts of the program, and the expectations for participation by members. The actual implementation of the system will take place gradually to ensure a cost-effective and logical introduction of the new approach, and to monitor the impact on the workload of College staff. Watch for future issues of Insights to find out more about the planned communication program.

CMRTO Web Site Upgrade
The College has completed its upgrade of its web site - www.cmrto.org - with the new site going live on September 16, 2005. The new web site exhibits many new features which make it even more user-friendly:
  • All sections are colour coded so you will know exactly which section you are in at all times.
  • All menus remain visible for ease of navigation through the web site.
  • Each page of the new web site has a specific URL address which makes it easier to include a link directly to a specific page within the site.
  • The 'Links' section includes links to other organizations used by our members on a regular basis and by visitors who require additional information.
  • College publications are captured on one page called the 'Resource Room' with improved printing capabilities.
  • Information specific to different users, other than our members, is organized into three main categories - 'Public', 'Applicants' and 'Employers'.
  • There is a French section, 'Les Dossiers', containing College forms, publications and legislative links which are available in French.
  • The registration area has been simplified by dividing it into two categories, 'Applicants' and 'Members'.
  • The Quality Assurance Program section is now an integrated part of the site with a single page for each of the various forms.
  • The section containing information about the College's complaints process is easier to understand and locate.
The College encourages all members to visit the web site regularly and continue to use it as your primary source of information about policies, procedures and practices.

Suspended Members
The following are the people whose certificates of registration have been suspended between July 1, 2005 and October 7, 2005 for failure to pay their fees in accordance with section 24 of the Health Professions Procedural Code. A person whose certificate of registration has been suspended is not a member of the College unless and until the suspension is removed.

Management Positions with the College
As the self-regulatory body for medical radiation technologists in Ontario, the College's mandate is to protect the public through the promotion of continuous improvement and competent practice among its members, in accordance with the Regulated Health Professions Act and the Medical Radiation Technology Act.

In order to meet its growing needs, the College is seeking to fill two director positions. These individuals will report to the Registrar. These roles will function within a management team of self-directed, resourceful and client-oriented professionals working in a rapidly changing policy environment. While each position has clearly defined responsibilities and duties, there is an opportunity to modify the design of the roles to match the talents and interests of the successful candidates. At least one of these individuals must be a medical radiation technologist.

Director of Registration
As Director of Registration you will have overall responsibility for ensuring registration of members and the member register is managed and maintained in accordance with the applicable legislation, regulations, by-laws and policies. Your primary duties will include:
  • Assisting in developing and co-ordinating the policies of the College in accordance with the governing legislation, regulations and by-laws
  • Organizing and scheduling Registration Committee meetings in consultation with the Chair and providing ongoing support to said committee
  • Reviewing and approving all applications for registration in accordance with the governing legislation, regulations, by-laws and policies
  • Overseeing management of member register and associated database and reports
  • Liaising with external agencies regarding professional registration issues for medical radiation technologists and internationally-educated applicants
  • Ensuring the election process is conducted according to the by-laws
  • Answering members' and applicants' questions regarding registration issues in accordance with the College's legislation, regulations, by-laws and policies
Director of Professional Relations
As Director of Professional Relations you will have overall responsibility for administering the College's Quality Assurance Program in accordance with the legislation, regulations, by-laws and policies. Your key duties will include:
  • Assisting in developing and co-ordinating the policies of the College in accordance with the governing legislation, regulations and by-laws
  • Ensuring the Quality Assurance Program meets all legislative requirements and applies to all specialties of medical radiation technology
  • Implementing and evaluating the College's QA practice assessment for members
  • Organizing and scheduling meetings of the Quality Assurance and Patient Relations Committees in consultation with the Chairs and providing ongoing support of said committees
  • Answering members' inquiries about the Quality Assurance Program
We seek two recognized progressive leaders with:
  • A minimum of 5-8 years of public or private sector experience related to medical radiation technology, health care, management or a regulatory environment
  • A degree in health administration, education, policy, management or a health profession
  • Advanced analytical, writing and presentation skills
  • An ability to communicate effectively and interact in a professional manner
  • Strong planning and organizational skills
  • Proven project management ability
  • An ability to develop programs based on adult educational theory
  • An ability to synthesize information and issues and develop creative policy options
  • An awareness of the Regulated Health Professions Act (RHPA), the Medical Radiation Technology Act and the Healing Arts Radiation Protection Act
  • An ability to facilitate groups, keep an open mind and collaborate with others
  • Knowledge of the MRT practice environment (radiography, nuclear medicine, magnetic resonance and radiation therapy) and culture is a definite asset
  • Bilingualism (French and English) is an asset but not a requirement
