Update on MR Self-regulation
On May 29, 2003, the government brought into force two regulations under the Medical Radiation Technology Act that have the effect of regulating MR technologists with the College. An amendment to the registration regulation of the College sets out the registration requirements in order for a magnetic resonance (MR) technologist to be issued a certificate of registration by the College which authorizes the practice of the specialty of MR. The second regulation changes the scope of practice for medical radiation technology so that the use of electromagnetism to produce diagnostic images and tests is included as part of the scope of practice.

On or before June 18, 2004, MR technologists may apply for registration with the CMRTO using one of two methods – either through the grandparenting provision or by successfully completing an approved educational program and an approved examination. After June 18, 2004, the grandparenting provision will no longer be available as a method of registration. The purpose of the grandparenting provision is to enable MR technologists who received on-the-job training in magnetic resonance to become registered and authorized to work in the specialty in Ontario.

To apply for registration in the specialty of MR, contact the CMRTO for an application form, or download it directly from our web site at www.cmrto.org.

Current CMRTO members who are registered in one of the other specialties – nuclear medicine, radiography or radiation therapy – can apply to add the MR specialty to their certificates of registration at a cost of $50 before January 1, 2004, and $100 after that. Past members of the CMRTO who want to reinstate their membership in another specialty and add the MR specialty as well, should contact the CMRTO for the appropriate application forms.

College Annual Report Now Online!
The College’s 2002 annual report will be available to members on August 30, 2003. How you get your copy will now be your choice!

For the first time, the annual report will be available on the CMRTO web site on the day it is released. Many members suggested this idea as an efficient and cost effective way to share this important information. The annual report will be available in either HTML or PDF format at www.cmrto.org. The annual report is one of our most important channels for providing information to you about how the College works and the accomplishments it makes on your behalf each year. We’re excited about this new way to get that important information to you even more quickly and cost effectively.

Essential Competencies Ready for Fall Launch
In the winter 2003 issue of Insights we summarized the research process being undertaken by the College, with the assistance of Dr. Ruth Pike, to develop “Essential Competencies” and a “Code of Ethics” for the profession. The project to develop these Essential Competencies began more than a year ago (as outlined in Insights) with the goal of developing a reference tool to determine whether an MRT can perform at an acceptable level. The Essential Competencies reflect the knowledge, skills and judgment medical radiation technologists (MRTs) need in order to perform the services and procedures that fall within the scope of practice of the profession. Drafts of both the Essential Competencies and the Code of Ethics (approved in principle by the CMRTO Council) are now included in detail in this issue of Insights in order that all members of the College have an opportunity to review them before they are considered for final approval by Council at its meeting in October 2003.

During September 2003, Sharon Saberton, College Registrar, will tour Ontario, meeting and talking with interested College members about the Essential Competencies and Code of Ethics. Sharon’s tour schedule is available elsewhere in this edition of Insights. In December 2003, the final versions approved by Council will be distributed to all members. By January 2004, the Essential Competencies and the Comprehensive Guidelines will constitute the new standards of practice for the profession.

In the Essential Competencies, you will see references to the “Comprehensive Guidelines”. These are the Comprehensive Guidelines for acting in accordance with The Regulated Health Professions Act Scope of Practice/Controlled Acts Model (the Comprehensive Guidelines). The Essential Competencies and the Comprehensive Guidelines, as amended from time to time, will, effective January 1, 2004, replace the “Standards of Practice for Medical Radiation Technologists” for radiography, nuclear medicine and radiation therapy published by the College. Together, the Essential Competencies and the Comprehensive Guidelines will constitute the new standards of practice for MRTs.

There is also reference in the Essential Competencies to the Code of Ethics. It is intended that the Essential Competencies and Comprehensive Guidelines will be used in conjunction with the Code of Ethics. Together, these documents will provide a model for ensuring safe, effective and ethical professional performance to ensure safe, effective and ethical outcomes for patients.

By providing objective criteria, the Essential Competencies will assist MRTs in understanding the expectations for professional practice of the College. It will assist managers in making appropriate decisions regarding management of the practice of MRTs and in developing appropriate policies and procedures. It will assist educators in the development of curriculum and in providing appropriate instruction. Finally, it will assist the public in assessing quality of care. The Essential Competencies will serve the College in all areas where criteria for professional performance are needed in making decisions. The document will be used by the Complaints Committee, the Discipline Committee, and the Fitness to Practise Committee in making their determinations regarding professional misconduct, incompetence or incapacity. It will also be used for other College processes such as ascertaining entry-level requirements for registration and for evaluation of QA records in the Quality Assurance Program.

Workshops on Essential Competencies

Council Approves Fee Increase
On July 15, 2003, the College’s Council approved By-Law No. 23 which changes the fees MRTs pay to sustain the College’s work on behalf of the profession in meeting its mandate to protect the public. Effective January 1, 2004, the fee for an application for a certificate of registration will increase from $50.00 to $100.00, a fee of $250.00 will be charged for the evaluation of the educational program of an internationally educated applicant, the fee for registration as a member will increase from $250.00 to $360.00 (pro-rated on the basis of the person’s birthday) and the annual fee for all MRTs will increase from $250.00 to $360.00.

Suspended Members
The following are the people whose certificates of registration have been suspended effective June 30, 2003, for failure to pay their fees in accordance with section 24 of the Health Professions Procedural Code. A person whose certificate of registration has been suspended is not a member of the College unless and until the suspension is removed.
